E legal sa collectionezi arme neutralizate?

Buna. As dori sa aflu ma mut despre legile din romania. Stiu ca in strainatate (Germania Uk Usa Canada...) se pot colectiona arme neutralizate care detin acte de neutralizare de la un specialist. In Romania se poate face acest lucru? De ce acte am nevoie? (voi atasa un certificat de neutralizare in limba engleza)
