Romanian Police & Fire Collectors meeting - ROCOP

The IPA Romania – Section 1 Bucharest and the Cultural Center of the Ministry of Interior would like to invite you to the first meeting of police/fire collector´s meeting in Bucharest. In order to have a pleasant visit to our capital city, please carefully review this administrative letter.

Venue of the meeting: Ministry of Interior Cultural Center – Bucharest, Mihai Voda St. No 7 (located at 10 minutes from Km 0 of the capital-city and 5 minutes from the Old Town – tourist oriented area with bars, pubs, terraces, souvenir shops, museums, old architecture buildings, parks, Parliament Palace, Royal Palace etc.)

Accommodation: for the meeting we have an agreement with Hotel Volo (3 stars), located at 5 minutes’ walk from the venue of the trade-show; the price is 45 euros/night for single and 55 euros/night for double (breakfast included). If you want reservation, please mention it in the attendance form. If you want to book your own accommodation, please do so, but keep in mind that the organizers decline any responsibility for overbooking or any similar incidents.

Transportation: from the airport, you can arrive by taxi at the hotel/trade show in approx. 30 minutes (medium traffic) and the price is around 10 euros (must pay in local currency). In order to catch a cab, you must use some devices installed at the exit gate (large yellow boxes, similar to an ATM), where you can choose the company and the price of the fair per km. (currently the price is between 1.40 - 2.00 RON/km - approx. 35 cents €); after you get the receipt, you can wait outside of the gate since on the ticket you will see the waiting time, name of the company, license plate and taxi license; keep it just in case you want to make any complaints!

You have also the option to take the shuttle bus from the airport to the city center and you can buy the ticket in the airport or upon boarding the bus (the price is around 1.50 €). You should arrive at the Universitate bus stop (city center, next to very high Intercontinental Hotel) and walk on the Regina Elisabeta Bld. for 10 minutes in order to reach the venue/hotel or take any public transportation bus for 2 stops.

If you plan to visit the city and use the public transportation (bus, tram, trolley and subway) it’s advisable to buy daily cards: for one day is approx. 3 € -/ for seven days is approx. 6 €

Currency: Romania is not in the Euro Area yet, so payments in cash must be done in the local currency (RON or „lei”). You can change any major foreign currency (€, $, £ etc.) at the exchange offices or banks; if you come by airplane, do not change large quantities in the airport, since the exchange rates are not as generous as in the city. Major credit cards are accepted widely at shops, restaurants, hotels. For the trade show, please use local currency!

Visa: Romania is a member state of the European Union, so no visa is required for the citizens of the EU member state and for many other countries that have reciprocal agreements with EU; also EU citizens can travel without the passport, just with the national ID card. Please check with the Romanian Embassy/Consulate in your country or on the website of the Ministry of Foreign Affairs in order to receive up-dated info about the visa requirements and use of passport.

Tables: are free of charge, but you have to reserve one in advance; please do so by filling in the attached form!

Prohibited items: the trade show is not intended for firearms or objects that are prohibited/restricted by law!

Touristic attractions: Bucharest, like any European capital, offers a large variety of touristic attractions; here are a few suggestions, but please do not limit yourself only to them:

Parliament Palace
The Village Museum
Lipscani Old Town
National History Museum
National Military Museum
Fire Fighters Museum

If you don´t want to spend too much time for sightseeing, I would recommend the 1 ½ h trip with the touristic bus around Bucharest.

Safety tips: Bucharest is not a dangerous place to be, in fact it´s considered to be one of the safest capitals of Europe. However, caution should be exercised, just like in any busy urban environment and follow the following tips:

Do no flash large amounts of cash or jewelry and do not change currency on the street!
If you are approached by people that pretend to be police, ask them to bring uniformed officers or to escort you to the local precinct.
Watch you bag and pockets, in particular while in the crowded area or public transportation!
Obey the traffic rules, as a driver, but as a pedestrian too!
Some stray dogs might be seen; although they look cute, do not feed them!
Do not support with money the beggars or „parking gorillas”!

The Spanish Association Interdocpol and PWB Forensic is preparing a training course e-Learning model on the topic of identity verification.

The course will have a duration of about 10 hours with issuance of a final certificate.

The cost should be around 25-30 euros per person.

The final certificate of the course will be valid to participate in a specific course held by colleagues of the German Bundespoliziei.

For the course in presence will be required the English language and will last a minimum of 3 days.

Asociația spaniolă Interdocpol și PWB Forensic pregătesc un curs de formare pe model e-Learning pe tema verificării identității.

Cursul va dura aproximativ 10 ore și va oferi un certificat final.

Costul ar trebui să fie în jur de 25-30 de euro de persoană.

Certificatul final va fi valabil pentru a participa la un curs specific susținut de colegii din cadrul Bundespoliziei germane.

About romanian ITP (periodic technical inspection) for vehicles

Today i will tell you a few things about romanian ITP. (romanian: inspectie tehnica periodica \ english: periodical technical inspection).
Some colegues asked me a few things so i will try to answer.

When you first register your car in Romania itp is made at R.A.R. (Registrul Auto Roman) it belongs to the Transport Ministery.
Then you can periodically make ITP at authorised ITP Stations authorized by RAR. Periods on vehicle categories, authorized itp stations and legislation can be found on RAR web site rarom.ro
For a car under 3, 5 t the cost of itp is ussualy aprox. 22 euro (100 lei).
So when the vehicle go to the itp station, the technician check the VIN (vehicle identification number) and the constructor identification sticker before he begin the ITP. The car is checked, brakes, tires, lights , gpl installation and so on.
If the car not pass the ITP test, the inspector issues a document with refusal mention and writes the problems that has to be solved at the car and the time for that.
If luckly the ITP is passed, then he get this stamp on the VRC (vehicle registration certificate) and the ITP certificate.

As you see first up the mention of ITP is made by registration office and then ITP stickers are there.
Is not allowed to drive a car that has the ITP expired. The last day you can legally use your car is mentioned there.

If police finds you and you have expired ITP the fine starts from aprox. 200 euro. The VRC is retained by police and you must now pass itp test only at RAR station, and the test is more severe. Policeman gives you a prove that the VRC is retained and you have 15 day disposal to pass the ITP test. After you pass the ITP you can go with the prove at police station and VRC is returned.
First on left is expiration time. Than BZ is the town where itp is done. BZ stands for Buzau, 037 is the itp station and down is a code generated automaticly by ann app used at itp station. This code is unique for every car. At the right side we have a stcker with a code, and the stamp from the itp station. The ITP station number is unique. If the itp station fails or is closed that number is retired and is no longer given to another station from that town.

BZ 48 001 means town, station code , and code of inspector from that station. As you can see this station has two inspectors, each has his stamp.

When itp is passed a coloured sticker is applied on the front plate showing month and year of expiration test. All the stamps and stickers are provided by the RAR and given to every itp station.

When the spaces for the ITP are all complete on the VRC , the next mention is made on this yellow card.

Since 2012 in Romania is allowed to pass a ITP test for cars registered in other countries. Is allowed to be done only at RAR station and legislation sais that is valid only in Romania.

This ITP certificate is issued since 2014 when ITP is paseed and should be kept inside car. The ITP validity can be checked on rarom.ro web site.
